The General Appeal Board is a quasi-judicial board established under the General Appeal Board Bylaw C-1469 and the authority of the Municipal Government Act. City council has delegated its authority to hear appeals of certain decisions to the Board where the public will benefit from independent, impartial and effective decision-making by citizen representatives.
The Board is a tribunal consisting of up to eight (8) citizen members appointed by Council who hear appeals in panels of at least 3 and no more than 5 members.
The General Appeal Board hears appeals related to varying matters, including remedial orders and licencing decisions.
The bylaws that allow appeals include:
- Animal and Responsible Pet Ownership Bylaw C-1226
- Business Licence Bylaw C-1393
- Drainage Bylaw C-1241
- Lot Grading Bylaw C-1366
- Minimum Property Standards Bylaw C-1293
- Parkland Bylaw C-1310
- Transit System Bylaw C-1282
- Vehicle for Hire Bylaw C-1394

The appeal fee must be paid by the deadline to request the appeal for the Notice of Appeal to be deemed complete.

Note: Appellants (person appealing a decision) must not contact members of the General Appeal Board regarding their appeal. All communication must be made to the Appeal Clerk or City Administration. Any such contact made directly to Board members may disqualify Board members from participating in the hearing of an appeal. Board members do not confer with City Administration on the appeal prior to hearings.

Fee
There is a $100.00 (plus GST) fee to submit an appeal to the General Appeal Board and AccessGP will contact you at your provided phone number for a credit card to complete payment after you submit the Notice of Appeal form.

Please note, the Appeal Clerk must receive the appeal fee by the deadline to request the appeal for the Notice of Appeal to be deemed complete.
The Notice of Appeal will not be deemed complete until the fee is paid. Both the fee and Notice of Appeal must be submitted before the deadline to request the appeal.
If the General Appeal Board decides in favour of the appellant or the appellant withdraws their appeal request within five business days of submitting a complete Notice of Appeal, the $100.00 fee will be refunded.
