In her role, Rebecca oversees business investment attraction as well as business retention & expansion initiatives. With a specialty in investment attraction, she actively works with potential businesses to identify local investment opportunities by illuminating economic trends and identifying economic drivers within the region. Through her work, Rebecca is always marketing the City of Grande Prairie as a great place to live, work, and invest.

Katie Biberdorf
Director, Economic Development (Acting)

Katie Biberdorf is the Interim Director of Invest Grande Prairie. She provides strategic leadership to advance the City’s priorities in business attraction, retention, and expansion, while supporting workforce development, entrepreneurial growth, and sustainable land and tourism initiatives that strengthen the local economy.

With more than 18 years of progressive municipal and non-profit leadership experience, Katie is known for building strong partnerships and fostering collaboration between government, industry, and community organizations. Her background in community development, recreation, and culture provides a holistic approach to economic growth—connecting quality of life, infrastructure, and investment readiness to make Grande Prairie a community of choice for residents, visitors, and businesses alike.

Katie also serves as the City’s Director of Community Connections and was the previous Director of Sports Development, Wellness and Culture, leading a broad range of initiatives that enhanced livability, community engagement, and sport tourism. She has managed multi-million-dollar operational and capital budgets, negotiated complex agreements, and helped secure major events that generate regional economic impact.

Passionate about building a diverse and thriving economy, Katie is committed to advancing initiatives that promote innovation, attract investment, and create opportunities for businesses and residents in Grande Prairie.

Ainsley Miller
Economic Development Officer

Ainsley is a liaison between industry and government to ensure business retention, expansion and investment continue within Grande Prairie. She focuses on supporting employers through workforce development opportunities and immigration programs such as the Rural Renewal Stream. As an immigrant herself, Ainsley has a personal passion for showcasing our welcoming community to build visitors into residents. Any questions related to building the labour pool to ensure capacity for further investment growth can be directed to her.

Dallas Beeston
Economic Development Officer

Dallas Beeston is an Economic Development Officer with the City of Grande Prairie, supporting business retention and expansion, investment attraction, and initiatives that contribute to a strong and diversified economy, with a focus on the retail and energy sectors.

Dallas brings over 15 years of experience in financial services, product management, and municipal public service. He has extensive experience working with entrepreneurs and small businesses, providing strategic advice, facilitating growth opportunities, and connecting clients to the resources needed to succeed. In his banking career, he supported business development through advisory services, led high-performing teams, and led the development of digital platforms designed to help entrepreneurs grow and scale. He also delivered workshops and programming focused on business planning, financial literacy, and operational success, helping to strengthen the local business ecosystem.

Through his roles with the City of Grande Prairie, Dallas has developed a strong understanding of municipal operations, governance, and public service delivery. Combined with his background in stakeholder engagement and relationship management, he works collaboratively with businesses, investors, and community partners to identify opportunities, support sector growth, and enhance the region’s competitiveness.

A lifelong resident of Grande Prairie, Dallas is passionate about supporting a resilient local economy and positioning the community as a competitive place to live, work, and invest. Outside of work, he enjoys exploring the region’s trail systems with his dog and spending time at local campgrounds.

Cameron Ellis
Economic Development Coordinator

In Cam's role, he supports the Invest Grande Prairie team with a strong foundation in municipal operations, client service, and cross-departmental coordination. With experience spanning citizen engagement, immigration program support, and administrative process improvement, Cameron brings a versatile and solutions-oriented approach to his role.

Prior to joining Invest Grande Prairie, he played a key role in the delivery of the Rural Renewal Stream and contributed to the launch of a new AccessGP location at the City Service Centre—initiatives that strengthened his understanding of municipal systems and stakeholder collaboration.

In his current role, Cameron assists with grant processing, investment support programs, and the planning and execution of business engagement initiatives. He is passionate about economic development and is actively building the skills and experience required to advance into a leadership position within the field. His focus remains on fostering a business-friendly environment and supporting strategies that promote long-term growth and investment in the region.
