Proclamations

Mayor Clayton proclaimed April 30 to May 6 as Goodwill Week in the City of Grande Prairie. The week recognizes the difference Goodwill Industries has made in the lives of Albertans for over 60 years.

Delegations

The Grande Prairie Pirates Fastball presented to City Council seeking sponsorship for a provincial tournament being held on July 7 to 9. City Council provided gift-in-kind use of the South Bear Creek facilities and $5000 in sponsorship.

Marie Charbonneau presented to City Council seeking sponsorship for the 2023 Commemoration of The Italian Campaign & The Battle of Ortona, as well as support with a parade.

Daniel Becker presented to City Council seeking funding and sponsorship for the Grande Prairie Traditional PowWow.

Council directed Administration to report back to the appropriate Standing Committee with information regarding the request from the Battle of Ortana event and the Grande Prairie PowWow delegations.

City Council directed Administration to bring back a report to the appropriate Standing Committee outlining the existing corporate sponsorship process and potential amendments.

Weed Inspectors

City Council appointed Barb Welander, Teevin Fournier, Rebecca McTavish, and Lisa Hawryliuk as Weed Inspectors under the Weed Control Act of Alberta until October 1, 2023.

City Council appointed the Operational Services Committee as an Independent Appeals Panel for 2023.

Public Member Appointments

City Council appointed Councillor Leanne Beaupre, representing the County of Grande Prairie, to the Grande Prairie Public Library Board for a term ending December 31, 2023, and removed Councillor Thiessen as an alternate to the Board.

Council appointed Lynne Coulter as Chair of the Subdivision and Development Appeal Board for a term ending December 31, 2023.

Council appointed Linda Murphy as Chair of the Assessment Review Board for a term ending December 31, 2023.

Council authorized the Mayor to vote in favour of the Aquatera appointments to the Board, as recommended.

Procedure Bylaw

Council directed Administration to bring back to the appropriate Standing Committee amendments to the Council Code of Conduct to require Councillors to make reasonable efforts to attend Council and Standing Committee meetings in person.

Financial Statements

City Council received the unaudited financial statements and supporting information for the year ending December 31, 2022, for information.

City Council approved the transfer of the 2022 operating surplus of $2,018,000 to the Financial Stabilization Reserve.

City Council approved the audited consolidated financial statements of the City of Grande Prairie for the year ended December 31, 2022.

Pinnacle Ridge Levy

City Council approved the Pinnacle Ridge Special Recreational Services Tax Levy. This is an annual $12.50 levy per parcel of land that supports the City’s maintenance of the Pinnacle Ridge Water Feature.

Fire Department Impact – 911 and EMS Service Levels

City Council approved advocacy provincially for immediate and sustainable funding for Fire Medical Response services provided by the Grande Prairie Fire Department.

City Council directed Administration to research possible amendments to the Alberta 911 Program Standards that make provincial funding contingent on mandatory answer times (15 seconds or less 95% of the time) for both Municipal (GP911) and Secondary (RCMP, EMS) centres.
