CAO Address

CAO Bourke presented Wendy Bosch’s City Council Resignation Letter for information.

Deputy Mayor and Committee appointments March 2025 – October 2025

Council approved the Deputy Mayor and Committee appointments for March - October 2025, as presented.

Grant Recommendations

Council approved the funding allocations as outlined in Appendix A. This includes the grants for Pursuit of Excellence, Arts & Culture and Sport Hosting.

2025 Large Scale Tourism Grant Recommendations

Council approved the allocation of the 2025 Large Scale Tourism Grant Funding in the amount of $50,000 to the 2025 GrandeCon Event; and the allocation of the 2025 Large Scale Tourism Grant Funding in the amount of $50,000 to the 2025 Grande Prairie Traditional Pow Wow.

Council directed Administration to work with the Grande Prairie Pow Wow organization and bring information regarding the 2026 event to Council before the end of 2025.

Development Incentives Grant Recommendations

Council received the report for Development Incentives Grant Recommendations for information.

Amendment to Policy 357 – Development Incentives and Grants Program

Council approved amendments to Policy 357 - Development Incentives and Grants Program, as presented; and increased the budget for the Municipal Fee Rebate program from $700,000 to $1,000,000, transferring $300,000 from the Economic Recovery Fund.

Council directed Administration to bring back a report with options for taxation on buildings with 100 units or more while they are under construction, and that any permits in the queue as of March 1, 2025, will be subject to any of these potential new options.

Aging Well Together – 2025 Priorities and Goals

Council adopted the Aging Well Together Action Plan as presented. City Administration engaged with residents aged 55+ to better understand their needs and experiences. This initiative, Aging Well Together, centered around a key question: “How can we make our community more age-friendly?” Through open-house sessions and a community-wide survey, residents shared valuable insights and feedback. A few items were identified, such as, affordable living, communication & technology, community supports & health wellness.

Council directed Administration to bring a report back to the appropriate Standing Committee regarding working with applicable agencies to automatically enroll seniors who qualify into our Recreation Access and Transit programs.

Wildfire Mitigation Plans and Projects Update

Council supported the City’s grant application to Phase 2 of the Forest Resource Improvement Association of Alberta (FRIAA)’s Community Fireguard Program.

Bylaw C-1474- Indoor Recreation Facility and Borrowing Bylaw

Council gave first reading to Borrowing Bylaw C-1474 as presented. This bylaw addresses the Indoor Recreation Facility at Trader Ridge. 

Residential Snow Removal

Council reduced the trigger for Residential Snow Removal from 13 cm to 10 cm.

Grande Prairie Downtown Association

Council appointed Dianne Laurin to the Grande Prairie Downtown Association Board for a term ending March 1, 2026. Catherine Ridgeway, Kendra Davis, and Marius Hodas are appointed to the Grande Prairie Downtown Association Board for terms ending March 1, 2028.

Aquatera Dividends

Council directed the Mayor to sign the Unanimous Consent for discretionary dividends, as requested by Aquatera Utilities Inc., on behalf of the City of Grande Prairie.

Delegations

Brent Zimmerman presented to Council to speak on bringing back the early tax payment incentive. 

Public Hearing

Council gave three readings to Bylaw C-1260-196, being an amendment to the Land Use Bylaw.
