Delegation

Renee Charbonneau & Wanda Zenner presented to Council on behalf of the Veterans Memorial Gardens & Interpretive Centre, requesting that the City of Grande Prairie provide water service to the Veterans Memorial Community Garden.

Council received this presentation for information. 

Aquatera Board Appointments – Verbal 

Council authorized the Mayor to vote in favour of endorsing the recommendations of the Aquatera Board for the following appointments: Cal Watson and Christine Gillespie for a three-year term each to the Board.

Alberta Municipalities Resolution 

Council endorsed the "Electricity Distribution Costs" Alberta Municipalities resolution. This resolution is part of City Council’s advocacy for a fair and equitable distribution model for electricity costs. 

The average household in the ATCO service area will pay around $1,300 annually in distribution charges in 2025 — more than three times the $385 paid in larger urban centres. This gap has grown by more than 15 per cent in just the past two years.

Community Group Funding Recommendations  

Council approved the 2026 Operational Funding – Option 2 and approved the 2026 Community Group Funding – Option 2 operating grant allocations as presented. Council deferred the 2026 Capital funding requests to 2026 budget deliberations.

2022-2025 Strategic Priorities Progress Update Q1 2025 

Council received the 2022-2025 Strategic Priorities Progress Update Q1 2025 report for information. This update included projects like the Aging Well Together Initiative, Intermunicipal Development Plan and the Tourism Strategy. 

Bylaw C-1483 Cemeteries Bylaw and Policy 608 Memorial Tree & Bench Policy

Council gave three readings to Bylaw C-1483, the Cemeteries Bylaw & approved Policy 624, being the Cemetery Policy, as presented. Council also approved amendments to Policy 608, being the Memorial Tree & Bench Policy, as presented.

Hansen Lincoln Field Naming Rights Renewal 

Council approved the extension of the naming rights for the CKC Turf Field, located at 10511 - 68 Ave, to Hansen Lincoln for an additional five-year term, with the terms and conditions outlined in the Hansen Lincoln Fields Naming Rights Renewal report.

Policy 364 – Family and Community Support Services (FCSS) Funding

Council approved Policy 364, Family & Community Support Services (FCSS) Funding, as presented. This allows the City to have standalone policies dedicated to FCSS, allowing the City to align Community Group Funding and FCSS Funding timelines, enhancing coordination, consistency, and long-term planning across both funding streams. 

Council directed Administration to bring a report to the appropriate Standing Committee showing what percentages other mid-sized cities are contributing to Family & Community Support Services (FCSS) funding.

SCORES Agreement

Council approved the updated Standing Committee on Recreation and Education Services (SCORES) Agreement in principle, and direct Administration to execute the agreement, containing terms and conditions satisfactory to the City Manager and City Solicitor.

Bylaw C-1478 – Borrowing Bylaw for Montrose Cultural Centre 

Council gave second and third reading to Bylaw C-1478, the Borrowing Bylaw for Montrose Cultural Centre.
