Proclamations

Mayor Clayton proclaimed April 22 as Earth Day in Grande Prairie. The day provides an opportunity for positive actions to conserve natural resources by reducing, reusing, recycling, using efficient transportation and buying/using products and services that are environmentally friendly. 

Delegations

The Grande Prairie & District Golden Age Centre presented to Council for support for their name change to 55 North Community Centre and asking for information about directional signage for the facility. Council approved the proposed name change from Grande Prairie & District Golden Age Centre to 55 North Community Centre and received the presentation as information. 

The Grande Prairie Beach Volleyball League presented to Council requesting a feasibility study for expanding the existing beach volleyball courts at South Bear Creek. Council directed Administration to work with the Grande Prairie Beach Volleyball League and bring a report back to the appropriate Standing Committee with further information regarding their request.

Allan Rufiange presented to Council about concerns regarding the noise bylaw. Council received the presentation as information.

Indoor Recreation Facility Borrowing Bylaw 

Council gave second and third reading to Bylaw C-1474, being the Indoor Recreation Facility Borrowing Bylaw. 

Appointments

Council appointed Charlene Loxam as a Subdivision and Development Appeal Board Clerk for the City.

Council appointed four weed inspectors under the Weed Control Act of Alberta for the 2025 season. 

Council appointed the general appeals board as an independent appeals panel for 2025. 

Business Improvement Area Tax Bylaw

Council gave three readings to Bylaw C-1485, being the 2025 Business Improvement Area Tax Bylaw.

Council directed Administration to bring information back to a future Council Committee of the Whole meeting with information on how Business Improvement Areas are being operated in other mid-sized cities in Alberta, and what it would look like if the Business Improvement Area was dissolved. 

Q4 2024 Financial Report

Council received the unaudited financial statements of supporting information for the period ending December 31, 2024, for information.

Council approved the transfer of the 2024 operating surplus of $5,113,000 to: the new recreational facility capital project; Council Strategic Initiative Fund Reserve (2026-2029 term); Grande Prairie Police Services for capital funding; and Community Enhancement Reserve. 

2024 Audited Consolidated Financial Statements

Council approved the audited consolidated financial statements of the City of Grande Prairie for the year ended December 31, 2024. 

Special Recreational Services Tax Levy in Pinnacle Ridge

Council gave three readings to Bylaw C-1484, being the 2025 Special Recreational Services Tax Levy in Pinnacle Ridge.

Trader Ridge Phase 1 – 132 Avenue Geometric Improvements

Council allocated $181,661.10 from the Transportation System Levy Reserve to the Trader Ridge Phase 1 project to reimburse Trader Properties Inc. for geometric improvements completed on 132 Avenue. 

Maskwa Medical Centre

Council directed Administration to negotiate and execute an amendment to the Loan Agreement dated November 14, 2024 between the City and Maskwa Medical Center so as to remove the requirement whereby Maskwa must provide the City with the 'Evidence of Credit’ requirement. 

Public Hearings

Council gave three readings to Bylaw C-1212K, being an amendment to the Arbour Hills Area Structure Plan.

Council gave three readings to Bylaw C-1463, being a bylaw to adopt the Arbour Hills 1 Outline Plan.

Council gave three readings to Bylaw C-1260-192, being an amendment to the Land Use Bylaw.
