Delegations 

The Grande Prairie Storm presented Mayor and Council with team jerseys as a thank you for Council’s ongoing support.

Inclusion Grande Prairie presented a proposal to Council advocating for systemic policy changes that will foster more meaningful and equitable participation in recreation activities for persons with Intellectual Disabilities. Council directed Administration to bring a report to the appropriate Standing Committee with recommendations on opportunities to improve recreation programming and inclusivity for persons with intellectual disabilities, including an assessment of current offerings, identified gaps, best practices, and cost implications, along with recent work done to improve inclusivity. 

The Gursikh Missionary Society GP requested Council waive the annual fee and related application fees from Development Services for using the PUL between two properties. Council received the presentation for information.

Boards, Committees and Commissions Public Member Appointments

Council appointed public members to the City's various boards, committees and commissions.

2026 Budget 

Council unrestricted the $1.14M ATCO Streetlight funds in the Financial Stabilization Reserve. 

Council amended the 2025 Capital Plan under the Multisport Dome Project to approve the following funding: $7.2M Debt; and $2.8M Other Government Sources, directing the ICF payment from the County of Grande Prairie to the Multisport Dome Project.

Council removed funding from the Avondale Redevelopment Plan and cancelled the 2nd floor Keyera Place Capital projects, for a total of $1.4M to be returned to the Future Expenditures Reserve as available funding.

Council amended the 2025 Capital Plan under the Integrated Emergency Communications Centre to remove $1M from the GPPS Transition Grant and $1.9M from the Future Expenditures Reserve and approved debt funding of $2.9M.

Council gave three readings to Bylaw C-1395R, being an amendment to the Fees, Rates & Charges Bylaw.

Council approved the 2026 Operating Budget and the 2026 Capital Budget.

Council approved, in principle, the 2027-2029 Operating Budget and the 2027-2030 Capital Budget.

Boulevard Naturalization Pilot Program Final Report

Council directed Administration to retain naturalization at the 84 Avenue and 116 Avenue pilot areas and return the Resources Road area to pre-pilot mowing rotations. 

Council directed Administration to bring a report to the appropriate Standing Committee outlining potential processes for intentional, lower-cost naturalization options, by the end of Q1 2026.

2026 Business Improvement Area Budget Review

Council will bring the 2026 Business Improvement Area (BIA) budget to the City Council meeting on March 2, 2026, for review and approval and directed administration to notify the businesses within the BIA, of the above date, by letter, accompanied by a copy of the proposed 2026 BIA budget.
