Municipal Fee Rebate

The Municipal Fee Rebate applies to all Multi-Unit Residential developments as defined in Policy 357. This incentive is for new residential construction, reconstruction, or development projects to stimulate local employment. Builders, Developers, Investors - Connect with us today!

For the purpose of this incentive, a Multi-Unit Residential development is defined as a residential building containing two (2) or more dwelling units, including a duplex, secondary suite, semi-detached dwelling, multi-attached dwelling, apartment building, or mixed-use apartment building as defined in the City’s Land Use Bylaw C-1260.    

Program Funding 

As per Policy 357 Development Incentives and Grants Program, eligible Multi-Unit Residential Projects may apply for the Municipal Fee Rebate grant. New Multi Unit Residential Projects, resulting in a minimum of two (2) new dwelling units on a single property are eligible for a grant equal to the City imposed portions of all Inspection Services Permit Fees, Engineering Services Fees and Planning & Development Fees.

  • In the case of Mixed-Use Apartment Buildings, residential uses must equal greater than 75% of the building’s total square footage.
  • Land Use Bylaw Amendment Fees as outlined in the Fees, Rates and Charges Bylaw C-1395, may be rebated one hundred percent (100%) for an approved application and fifty percent (50%) for applications not approved.
  • Renovations or additions may qualify under this program where the project results in a minimum of two (2) Dwelling Unit on a single property, with a minimum increase of one (1) new Dwelling Unit.
  • Amounts remitted to other levels of government, charged as a result of a penalty or relating to construction not approved under this Policy remain payable.

Large Multi-family Development Grant

The Large Multi-Family Development Grant is designed to encourage the development of new, large-scale residential projects in Grande Prairie. All qualifying projects can apply for the program rebates by filling out the Municipal Fee Rebate & Large Multi-Family Development Grant

This program offers property tax rebates to support large residential developments, with two tiers of incentives available for projects that create 30 or more new dwelling units. A new tier has been introduced for projects with 125 units or more, offering a longer-term, gradually decreasing tax rebate to further support large-scale construction. Eligible projects can benefit from a significant reduction in municipal property taxes during the early years of development, helping improve project viability and return on investment.

As per Policy 357 Development Incentives and Grants Program, funding is provided through a rebate of the municipal portion of the property tax increase resulting from the new development. The rebate applies only to the increase in assessed value due to the project (the Incremental Assessed Value). 

Program Funding for between 30 and 124 units

  • Phase 1: Rebates 100% of the municipal tax increase associated with the Incremental Assessed Value for up to two years after the building permit is issued.
  • Phase 2: If a final occupancy certificate is obtained within three years of the building permit issuance, the applicant may also qualify for:
    • 100% rebate of the municipal tax increase from the second to the third year.
    • 50% rebate of the municipal tax increase from the third to the fourth year.

Program Funding for 125 or more units

  • A tiered tax rebate model that provides a 100 per cent rebate in the first and second year, decreasing by 10 per cent each year until concluding after the tenth year.

Important Notes

  • See eligibility criteria below. 
  • The Incremental Assessed Value is calculated based on the property’s assessed value as of December 31 of the relevant year.
  • The grant payment is subject to the terms of the signed Funding Agreement.
  • All outstanding City fees related to the project must be fully paid.

To be eligible for reimbursement, no development, as defined in the Land Use Bylaw C-1260, is to be performed until a Reimbursement Agreement is entered into with the City. Work that has commenced prior to City approval is not eligible for reimbursement. Applicants are responsible for reviewing the Eligibility Criteria below prior to submitting an application.
