Downtown Rehabilitation and Streetscapes Project
Background Information
The Downtown Rehabilitation and Streetscapes Project is a multi-phase initiative designed to create a modern, revitalized downtown through infrastructure upgrades and an updated streetscape design.
Underground infrastructure improvements include sanitary, storm and water facilities, etc. The existing Vertified Clay Tile (VCT) sanitary lines were installed in 1938 and the waterline was installed in 1975. The upgrades are to replace the existing sanitary lines that are deemed to be in poor condition, with new, oversized lines to reduce the amount of storm and rain water entering the sewer system. An oversized waterline will also be installed to allow higher density development in the downtown core. The replacement of the existing storm sewer and additional storm pipe will also improve drainage at the intersections and mid-block crossings.
Upgrades being made to the above-ground space include road ways, intersections, curbs and gutters, sidewalk, etc. A complete streetscape revamp includes new surfacing, trees, benches, lights, as well as many other features.
Funding
- In 2016, the City was allocated $20M in Municipal Sustainability Initiative (MSI) funding for Phases 1 and 2 of the Downtown Rehabilitation and Streetscape project. Funds had also been secured from Aquatera Utilities Inc. for water and sanitary infrastructure replacement.
- In 2017, funding for Phase 3 construction was allocated as part of the 2018 Capital Plan. Funds had also been secured from Aquatera Utilities Inc. for water and sanitary infrastructure replacement.
- In November of 2018, City Council made the decision to postpone Phase 4 construction. In November of 2019, City Council approved Phase 4 and its budget of $14M which will be funded through General Debentures.
