Delegations
Sam Osman presented to Council regarding a multi-year property tax exemption policy for substantial residential rental projects.
Council directed Administration to bring a report back with options for a 10 year sliding scale tax rebate program with terms mirroring the current 30+ unit program, for a minimum 125 units, with 0% first year, 10% second year, 20% third year, etc.
2025 Capital Budget Amendment
Council approved an amendment to the 2025 Capital Budget to include $16 million for the indoor recreation facility, funded through the Recreation Facility Capital Project, Public Reserve, Future Expenditures Reserve, and Financial Stabilization Reserve.
Amendment to Policy 356 - Barrier-Free Grant
Council allocated $76,751 from the Barrier-Free Grant Fund to Council's Strategic Initiatives Fund.

Council gave first reading to Bylaw C-1478 - Borrowing Bylaw for Montrose Cultural Centre.
Disposition of Land - Closed Road Right of Way
Council approved the sale of a portion of Road Plan 952-3580 and Road Plan 782-2397, as described in Bylaw C-1326 to Costco Wholesale for the purchase price of $50,000.00, subject to the conditions of a sales agreement satisfactory to the City Manager and City Solicitor.
Outdoor Events Permit Bylaw
Council approved the new Outdoor Events Permit Bylaw and related amending bylaws.
Council established that the purpose, overall theme, and intended expression of the City’s Canada Day Parade is to unite the community in a vibrant celebration of Canada Day, showcasing national pride.
Land Use Bylaw Amendment C-1260-200
Council approved an amendment to the Land Use Bylaw to rezone 1.08 ha of land from DC-9 to DC-40 Direct Control district.
The purpose of this application is to provide for the development of commercial/business space on a site-specific basis. This amendment proposes a land use district that is consistent with the approved Northridge Area Structure Plan.
