Delegations

Ken Drysdale presented as a delegate on behalf of Maskwa Medical Centre. Council directed Administration to work with the delegate to waive fees for the Maskwa Medical Centre's non-profit areas.

Waldemar Schaefer presented regarding property taxes. Council declined the request made by the delegate. 

Recreation & Culture Cost Sharing Agreement 

Council approved the Recreation and Culture Cost Sharing Agreement with the County of Grande Prairie as presented. 

Appointment of Returning Officer

Council appointed Rory Tarant as the Returning Officer for the 2025 Municipal Election. 

Council Appointments to Regional Competitiveness (Invest NW) Committee

Council appointed Mayor Clayton and Councillor O'Connor to the Regional Competitiveness (Invest NW) Committee.

Transfer of Land to Canadian Mental Health Association 

Council approved the sale of the property located at 7202-99A Street & 7204-99A Street to the Canadian Mental Health Association for $1, subject to conditions of the Offer to Purchase, including the termination of the existing lease upon completion of the sale.

Grant Application – Government of Alberta Local Growth and Sustainability Grant 

Council supported Administration’s application to the Local Growth and Sustainability Grant to support the development of the Integrated Emergency Communications Centre. 

Food Security Backbone Coordination 

Council approved funding of $80,000 per year for two years (total of $160,000) to Helping Hands, a division of Northreach Society, as a two-year pilot project to coordinate food security efforts, to be funded from Council's Strategic Initiatives Fund.

Council also directed Administration to report back in 12 months with an update on the pilot project. 

Declaration of Insufficiency of Petition

Council received a Declaration of Insufficiency of Petition for paving gravel areas (99 Street from 128 Avenue to 132 Avenue) for information.

Council also directed Administration to report back to the appropriate Standing Committee with options for an alternative process for residents wishing to express broad support for a request to Council.

Boards, Committees and Commissions Public Member Appointments

Council appointed public members to the City's various boards, committees and commissions.

Community Advisory Committee Annual Report

Council received the Community Advisory Committee for information. 

Integrated Emergency Communications Centre (IECC) Location

Council designated City on 99 as the facility for the Integrated Emergency Communication Centre (IECC), which will support dispatch services for police, fire and 911.

Bylaw C-1481 Council Parental Leave

Council gave three readings to Bylaw C-1481, being the Council Parental Leave Bylaw providing extended Councillor parental leave. The bylaw aims to reduce barriers and add diversity to municipal government. 

Council Policy 100 – Council Remuneration and Expense Reimbursement 

Council approved Policy 100, being the Council Remuneration and Expense Reimbursement Policy, as presented to be effective October 27, 2025. 

Appointment of External Auditor - Grande Prairie Public Library 

Council approved Fletcher Mudryk LLP as the Grande Prairie Public Library's (GPPL) external auditor for the 2024 fiscal year.

Aquatera Utilities 

Council authorized the Mayor to vote in favour of endorsing the recommendations of the Aquatera Board for the following reappointments: Lionel Laflamme, Rob Petrone, and Mark Wiltzen for an additional three-year term each to the Board.
