Delegations

The Grande Prairie Storm presented as a delegate to provide a financial update, plans for the 2021-2022 season and an update on the request for deferred payment on loan and economic recovery funding request.

Paul Peters, Grant Evaskevich, Iamme Justice and Robin Coward presented as delegates regarding the Coordinated Care Campus.

Brooke Blaikie presented as a delegate regarding naturalization in Mission Heights.

Vehicle for Hire Policy 804

Council received the Vehicle for Hire Policy for information, which enhances the Vehicle for Hire Bylaw by providing clarity of purpose tied directly to an overarching vision of what a reasonable vehicle for hire licensing and permitting strategy should include and why.

Bylaw C-1396C - Amendment to the Swan City Hockey Association Loan Bylaw

Council passed an amendment to the Swan City Hockey Association Loan Bylaw per a requested payment deferral in light of cash flow constraints due to the COVID-19 pandemic.

Community Garden/Edible Landscaping Policy 212 Revision

Council approved housekeeping revisions to the Community Garden/ Edible Landscaping Policy.

Snow and Ice Control Policy 606 Revision

Council approved revisions to the Snow and Ice Control Policy to aid in addressing citizen concerns about sidewalks, parking and driveability.

Council directed Administration to, prior to the 2022/23 snow season, present a review of the City's Snow & Ice Control Service Levels on Roads and the Active Transportation Network.

The review is to include estimated pricing of alternative service levels and a survey of service levels in other northern municipalities.

This review should include opportunity for Council to adjust service levels prior to the 2022/23 snow removal operations beginning.

Kensington ASP Amendment Bylaw C-1343C; Kensington OP Amendment Bylaw C1344D; and Land Use Bylaw Amendment C-1260-136

Council passed amendments to the Kensington Area Structure Plan, Kensington Outline Plan, and Land Use Bylaw to facilitate the development of low-medium density housing in the area.

Community Group Funding

Council approved the Operating Grant Allocations as part of the latest round of Community Group Funding.

Development Permit PL210231 - Change of Use to Permanent Supported Housing with OnSite Supports and Services at 12102 - 100 Street

Council approved the Development Permit PL210231, for the change of use to Permanent Supported Housing use subject to conditions.

Purchase of the Stonebridge Hotel and Conference Centre

Council approved the purchase of the existing Stonebridge Hotel and Conference Centre to facilitate the development of a Coordinated Care Campus comprised of supportive housing, social services, and government offices. More information is available at engage.cityofgp.com/coordinatedcarecampus.

Council directed Administration to return quarterly progress reports including RCMP statistics and feedback from the Community Advisory Committee and Resident Advisory Committee.

Council directed Administration to set aside $50,000 from the Future Expenditures Reserve for Crime Prevention Grants for nearby properties.

Borrowing Bylaw C-1440 - Stonebridge Hotel Purchase and Renovations

Council gave first reading of Borrowing Bylaw C-1440 - Stonebridge Hotel Purchase and Renovations.

Council amended the 2021 capital budget to include the addition of $15,500,000 for the purchase and renovation of the Stonebridge Hotel through borrowing. Budget and cashflow projections anticipate that debt payments will be covered by operating revenues, rather than requiring the City to increase taxes to balance the budget.
