City Council approved a plan to utilize available grant funding and available capital tax to advance capital investments to the 2020 construction year. The approved plan maximizes available grant funding and will support the creation of jobs in the community this year.
Included in the revised capital plan are an additional $20 million of infrastructure projects that include moving up projects planned for future years as well as adding in new community facility enhancements that take advantage of COVID-19 closures.
The new funding allows for the addition of the following project starts this year:
- Smith Subdivision Improvements
- Investment includes:
- Upgrade of Park Road (98 Ave south to 92 Ave and 92 Ave from Park Rd to 92 St.) from rural to an urban standard.
- Extension of storm main along 92 Ave and Park Road to address drainage issues.
- Extension of utilities to service Smith (sanitary main, fire hydrants and service stubs).
- The design will be completed in 2020 with construction likely to commence in 2021.
- Investment includes:
- Snow Dump Liner Improvements
- The investment will include:
- Design-build contract for construction of asphalt liner to replace existing clay liner which is at the end of its lifecycle and no longer effective
- The project will lower City’s environmental liability and risk and ensure we are meeting regulatory requirements in the Environmental Protection and Enhancement Act and the Water Act.
- Design and construction will be completed in 2020.
- The investment will include:
- Spillway Repairs
- Complete Dam Safety review and full inspection of all parts of the dam including the concrete, adjacent slopes and mechanical equipment.
- Review and inspection will be conducted over the summer of 2020. Concrete, mechanical, drainage and riprap repair identified during inspection may take place over the winter depending on the extent of the repairs.

- Full reconstruction of the roadway
- Addition of a sidewalk on the west side
- Assessment/repair of concrete curbs and gutters and storm infrastructure

- Vision West Industrial Park (97 Ave from 120 St to 124 St)
- Downtown (99 Ave from 96 St to 105 St)
- Cobblestone/Riverstone (Willow Drive from 84 Ave to 94 Ave)
- Riverstone (89 Ave east of Willow Drive)
- Countryside S/N (90/92 St from 67 Ave to 72 Ave)
- Countryside S/N (68 Ave from Resources Rd to 86 St)
- Eastlink Centre 10 Year Anniversary Enhancements
- New project to enhance the customer experience of our world-class recreation facility.
- Projects include:
- Selective painting in public areas of the Campus
- Refresh the theme décor through the building (dinosaurs, plants in lazy river area)
- Replace tables and chairs in the cooking classroom and large boardroom and the millwork in a large boardroom
- Enhance exterior aesthetics such as shrubbery, irrigation, mulch, pavement repairs
- Repaint lines in the fieldhouse
- To be fully completed in 2020
- Hillside Railway Fencing
- Address community security and potential public safety concerns
- Existing fencing is comprised of various materials; Some sections are showing significant damage along with identified gaps
- Project is low design lead time and will create jobs for companies in a different field than typical City projects
- To be fully completed in 2020
- Ernie Radbourne Pavilion 35 Year Anniversary Enhancements
- New project to enhance the customer experience in Muskoseepi Park
- Designed to complement the Muskoseepi Park wayfinding sign project, and the opening of the play structure and outdoor pool.
- Projects include:
- Update painting in lobby and interior rooms
- Front counter upgrades
- Touch up exterior paint and stain
- Repair and level paving stones around building exterior
- To be fully completed in 2020
- Council's Economic Recovery Fund
- $1.29 million
- In addition to Council’s direction to provide support through broad-based tax relief, a desire to support targeted recovery initiatives has been identified.
- Program design will be supported by the City’s Economic Development Department over the coming months.
Funds were allocated for Revolution Place 25 Year Anniversary Enhancements & Revolution Place Vision. The administration will bring forward further information for Council to discuss prior to construction. Some of the ideas under consideration are:
- New project to enhance the customer experience of our downtown event centre
- Box office reconfiguration to improve customer service and update administration offices
- Lobby renovation including ticketing kiosks and refresh of the south concourse
- Concessions renovation (centre gate & main lobby concession)
