The City of Grande Prairie is experiencing a surge in housing construction not seen in a decade, with $55.1 million in residential building permits recorded by the end of June 2025, representing over 230 new housing units in various stages of construction. It is anticipated that over 700 housing units will be started by the end of the year based on submitted development permit applications for larger multi-family developments.

In response to the strong growth in multi-unit housing developments, City Council has increased funding for the Municipal Fee Rebate program to meet increasing demand and continue incentivizing the development of new multi-unit housing projects across the city.

With funding nearly fully committed, Council has approved an increase from $1 million to $1.6 million to support all projects currently in progress and allow room for additional submissions before the program concludes at year-end.

“This surge in housing reflects the confidence people and businesses have in Grande Prairie’s future” said Grande Prairie Mayor Jackie Clayton. “By expanding the Municipal Fee Rebate program, we’re not only supporting construction—we’re building community, expanding opportunity, and creating the conditions for residents to thrive.”

Since launching in June 2024, the program has generated strong interest, from the development community, that amounts to 147 eligible projects submitted representing the potential for over 700 new housing units.

With construction costs continuing to rise, this kind of leadership from the City of Grande Prairie is exactly what’s needed to keep projects moving and meet the urgent demand for new housing. This initiative supports Council’s strategic focus on Innovative Efficiencies and Economic Readiness by helping expand local housing options, strengthening workforce attraction, and contributing to long-term economic growth. With a rental vacancy rate below 2 per cent, the program also plays a key role in easing housing pressures and improving affordability in Grande Prairie.

Background

The Municipal Fee Rebate program was created under Policy 357 – Development Incentives and Grants Program to promote a variety of multi-unit housing options and respond to growing community needs. 

The rebate program offers a refund on select municipal fees for eligible multi-unit residential developments, including mixed-use buildings where residential space makes up most of the building. It also applies to qualifying renovations and additions that result in at least two dwelling units on a single property.
