Delegations

Jenn Flynn and Cari Foster presented to Council on behalf of APPLE Schools, a health and well-being initiative, sharing information about the programs and initiatives being delivered already at Alexander Forbes, Roy Bickell, Avondale, and Crystal Park schools. APPLE Schools aims to increase awareness about their project and the impact this work is having on children’s physical health, mental wellbeing, and school engagement. Council received the presentation for information. 

Dan Ukrainetz presented to Council on behalf of Pisim Power, an Indigenous-led Canadian Northern Corridor initiative advocating for interconnected rail, pipeline, and transmission infrastructure across the North, and requested a formal letter of support for the project. Council directed the Mayor to write a letter of support for an Indigenous-led rail initiative economic corridor project. 

Jennifer Broadhead and Sarah Mosaico, on behalf of JustServe, presented the JustServe City Award to the City, recognizing the community’s commitment to volunteerism & community building. JustServe also highlighted its partnerships with GPREP and other local groups across the city. JustServe is a global volunteerism movement that empowers individuals, families, and groups to make a positive impact in their communities through their free database and website. Council received the presentation for information. 

Rajesh Angral presented to Council on behalf of ISKCON (International Society for Krishna Consciousness) Grande Prairie, to request assistance for their annual Chariot Festival of Harmony opening parade hosted in Grande Prairie. Council waived 50 per cent of the parade fees for the Chariot Festival of Harmony and directed Administration to work with the group to set parameters around street closure timing.

Waqar Khan presented to Council on behalf of the Grande Prairie Cricket Association, to address the practice pitch location on the south side of the field. Council directed Administration to work with the Grande Prairie Cricket Association on a construction and user agreement to place a new batting cage on the Salmond Head field, with sufficient screening for pathways and houses.

David Goldstein presented to Council on behalf of Travel Alberta, to inform Council on the importance and role tourism plays in the Grande Prairie region. Council received the presentation for information.

2026 Property Tax Bylaw C-1493

Council gave three readings to Bylaw C-1493, being the 2026 Property Tax Bylaw, which provides for an equal 4.34% tax increase to residential and non-residential properties.

Long-Term Financial Planning

Council approved the procurement of a qualified consultant to develop a comprehensive Long-Term Financial Plan (LTFP) for the City of Grande Prairie. They approved a project budget of up to $200,000, funded equally through: 

  • $100,000 from NRED (Northern and Regional Economic Development) Program grant;
  • $100,000 from the City of Grande Prairie's Operating Budget. 

Council will receive the completed LTFP report and implementation road map for future decision-making and integration into corporate planning processes.

Bylaw C-1495 – 2026 Special Recreational Services Tax Levy in Pinnacle Ridge

Council give three readings to Bylaw C-1495, being the 2026 Special Recreational Services Tax Levy in Pinnacle Ridge Bylaw. 

Prior to 2010, the City of Grande Prairie funded the operation and maintenance of the Pinnacle Ridge neighbourhood pond fountains and entrance water features following their transfer from the developer to the City. As operating costs and vandalism increased, residents were advised the features would be removed. In response, residents formed the Pinnacle Ridge Neighbourhood Association in 2010 to advocate for keeping the features in place. The Association collected approximately 700 signatures in support of a special tax levy to fund the continued operation and maintenance of the fountains and entrance water features.

Maskwa Medical Center – Municipal Loan Guarantee 

Council gave second and third reading to Bylaw C-1494, as amended to update the bylaw number to C-1496.

Council gave second and third reading to Bylaw C-1476A, being an amendment to the Maskwa Medical Center Lending Bylaw.

Riverstone Outline Plan Bylaw Amendment C-1411B and Land Use Bylaw Amendment C-1260-205

Council gave three readings to Bylaw C-1411B, bring an amendment to the Riverstone Outline Plan. This includes an amendment to the Riverstone Outline Plan to revise the development layout and facilitate residential development. The proposed amendments to the outline plan refine the established framework and support the next phase of residential growth. 

Council gave three readings to Bylaw C-1260-205, being an amendment to the Land Use Bylaw. 

Arbour Hills Area Structure Plan and Arbour Hills 1 Outline Plan Amendments

Council gave three readings to Bylaw C-1212L, being an amendment to the Arbour Hills Area Structure Plan (ASP). The amendment updates the plan to recognize that this section of 112 Street will function as a local neighbourhood road, rather than a larger road designed to carry higher volumes of traffic.

Council gave three readings to Bylaw C-1463A, being an amendment to the Arbour Hills 1 Outline Plan. The amendment updates the plan to identify 112 Street as a local residential road that will primarily provide access to homes within the surrounding neighbourhood.
