City Council Highlights for the meeting held April 4, 2022:

Delegations

Nancy Rosendale presented related to public notice regarding applications for business development permits in restricted residential areas.

James Fraser presented an idea to have an elder from Kelly Lake set up a “healing tent” to speak to issues of hurt and impact and reduce RCMP intervention.

The St. Lawrence Centre presented requesting a letter of support for their funding request to the provincial government.

Karen Gilkyson presented from Tiny Hands of Hope to share progress of the Children’s Memorial Garden.

Correspondence

Mayor and Council received a letter from Reeve Tyler Olsen of the Municipal District of Greenview requesting a letter of support for carbon capture sequestration in the Greenview Industrial Gateway area.

Revised Bylaw C-1371 - Northern Lights Area Structure Plan

Council passed a revision to Bylaw C-1371 - Northern Lights Area Structure Plan to address a typographical error.

Intermunicipal Collaboration Committee Appointments

Council appointed Councillors Bressey and Lehners to the Intermunicipal Collaboration Committee that has been created as part of the Intermunicipal Collaboration Framework.

City of Grande Prairie Library Board Bylaw

Council passed amendments to the City of Grande Prairie Library Board Bylaw to support the direction of Committee and remove provisions that are explicitly the authority of the established Library Board and are legislated under the Libraries Act and Regulations.

Multiplex Naming Rights

Council approved the renewal of the naming rights for the multiplex located at 10 Knowledge Way to Bragg Communications Incorporated, operating as Eastlink.

Policy 618 - Assigning an Address

Council adopted revisions to Policy 618- Assigning an Address. The review of this policy identified numerous housekeeping amendments to reflect current bylaws and practices.

Policy 620 - Subdivision Time Extensions

Council adopted revisions to Policy 620- Subdivision Time Extensions for improved simplicity and clarity.

Compensation for Administrative Penalty System Costs

Council directed the Mayor to write a letter to relevant officials requesting compensation for the significant hard and soft costs incurred to implement the Administrative Penalty System from the provincial government.

FOIP Policies 501, 502, 503 & 504

Council approved the following policies as presented:

  • Policy 501 - Personal Information Bank (PIB);
  • Policy 502 - Safeguarding Privacy;
  • Policy 503 - Authentication of Identification; and
  • Policy 504 - Oral and/or Electronic Consent

Administration has developed the additional policies to guide and support the programs and services operated by the City.

Transportation System Bylaw C-1452

Council passed Transportation System Bylaw C-1452 to bring the City into compliance with requirements of the provincial Highways Development and Protection Act.

Housekeeping Amendments Bylaw C-1260-146

Council passed housekeeping amendments to the Land Use Bylaw C-1260-146 to improve clarity on items such as clarifying Council's responsibility as Development Authority and how home-based mobile businesses are treated, as well as correcting or deleting outdated references.

Rural Service Area Land Use Bylaw Housekeeping C-1260-151

Council passed an amendment to the Land Use Bylaw C-1260-151 to improve clarity and correct errors with the regulations for the Rural Service Area in the Land Use Bylaw.
