Here are the highlights from the City Council meeting on January 28, 2019:

Delegations

A delegation from Aquatera presented on their business plan and bylaw/rate updates.

A delegation presented from the Grande Prairie Storm.

Bylaw C-1372- Bear Creek North Area Structure Plan and Bylaw C-1237N- Municipal Development Plan Amendment

Council adopted the Bear Creek North Area Structure Plan and an amendment to the Municipal Development Plan.

The draft ASP establishes the land use and road network patterns for future development to take advantage of the construction of Hwy 43. The draft ASP respects the existing agricultural, country residential and recreational uses and lays the foundation for their integration into the envisioned future land uses.

Requested Variance to Policy #401

Council approved the requested variance to Policy #401 and permit, if successfully elected, the Employee to initiate the requested leave of absence.

Swan City Hockey Association (o/a Grande Prairie Storm) Funding Request

Council approved the following support package for the Grande Prairie Storm:

  • A zero dollar rent for the 2018-2019 season, with all service fees to remain with the City; and further, a $20,000 base rent for the 2019-2020 season.
  • A  loan of $200,000 to the Swan City Hockey Association over a 5-year term at an interest rate of 4.25% with Administration to review dispersion of funds.
  • Storm Lounge to operate each home game, midway through the 3rd period until one hour after game's conclusion.
  • Crystal Catering to manage this service on behalf of the Storm and bill the team for inventory, a staff member ($15 per hour) and any food that they might request, with any net revenue to be retained by the Storm.
  • Revolution Place will supply and pay for one guest services staff member
  • A member of City Council to sit on the Grande Prairie Storm Board as a voting member
  • The Grande Prairie Storm 2018-2019 business plan to be reviewed by the Revolution Place General Manager, discussed and any concerns addressed
  • Monthly financial statements, Statement of Financial Position (Balance Sheet) & Statement of Operations (Income Statement) to be filed with the City within 15 days of month-end, and annual Notice to Reader statements to be filed with the City of Grande Prairie Finance Department within 60 days of fiscal year-end
  • Annual, end of season review of the Storm's operations, with City Council.

Utility Bylaw C-1365A Rate Amendments

Council approved a rate amendment to the Utility Bylaw. City residential recycling charges and garbage collection charges will decline by 6.5% in 2019 with no solid waste rate changes identified in 2020. Customers connected to the Grande Prairie system will see their wastewater rates increase marginally over the next two years by 2.5%.

City of Calgary Request for Support- Extended Producer Responsibility

Council directed Administration to co-operate with other stakeholders across the province, including other municipalities, AUMA and Aquatera, to develop a baseline that can inform the design of a provincial Extended Producer Responsibility program.

A research report on the benefits, challenges and risks of an EPR program and the current recycling systems and supply chains across the province will be brought forward to the Infrastructure and Protective Services Committee no later than October 2019.
