City Council Highlights for the meeting held June 27, 2022:
Delegations
The Downtown Association requested funding support from Council to assist in the marketing and communication to increase traffic in the City Centre during downtown construction. Council is funding this request with $20,000 from the Downtown Communications budget to support marketing efforts.
The Rotary Club of Grande Prairie requested support from Council on a critical humanitarian project to bring Ukrainian refugees to Grande Prairie. Council directed Administration to bring back a report to Committee on ways the City can support through gift-in-kind, ESL classes and collaboration with local organizations, funded with $100,000 from the Council Strategic Initiatives Fund.
City Clerk Appointment
Council appointed Valerie Norris-Kirk as the designated officer of Interim City Clerk for the City of Grande Prairie, effective June 15, 2022.
Community Group Enhancement Funding
Council approved:
- The 2023 Community Group Enhancement Funding allocations;
- Operational Funding of $12,000 for Peace Wapiti Speed Skating Club for 2023 from the Arctic Winter Games Legacy Fund; and
- The reallocation of funding provided to the Curling Centre through a lease commitment to a Community Group Funding operating grant effective 2023.
Council further directed Administration to submit a mid-year capital budget request to hire professional services (up to $20,000) to evaluate the feasibility of converting the Grande Prairie Curling Centre to a year-round facility.
Records Management Bylaw Amendment C-1348A
Council approved an amendment to the Records Management Bylaw. The proposed amendments update current language to align with provincial guidelines and enhance the Records Retention/Destruction Schedule.
Large Scale Tourism Events Policy 317
Council approved amendments to Policy 317, Funding for Large Scale Tourism Events. The proposed amendments include a statement related to events intending to generate fundraising revenue, along with further clarity regarding eligibility of grants.
Bear River Control Structure Maintenance
Council amended the 2022 capital budget to include an additional $885,067.30 for the Bear River Control Structure Maintenance capital project.
It is funded by $700,000.00 from the Municipal Sustainability Initiative (MSI) and $185,067.30 from the Future Expenditures Reserve (FER).
Richmond Industrial Area Revitalization Strategy
Council endorsed the Richmond Industrial Area Revitalization Strategy as presented and directed administration to prepare capital requests for Phase II actions and bring forward individual projects to the 2023 budget deliberations.
Land Use Bylaw Amendment C-1260-157 & Kensington Outline Plan Amendment C-1344F
Council passed amendments to the Land Use Bylaw and Kensington Outline Plan to allow for the development of semi-detached dwellings, which are compatible with existing and proposed residential development in the surrounding area.
