An Outline Plan (OP) is a statutory plan adopted by Council for a defined area of land (usually a ¼ section). An OP contains a detailed framework for future development including the land uses, layout of roads and open spaces. A new Outline Plan is required when a landowner wants to subdivide and develop land. Amendments are required if a landowner wants to change the land uses or the road layout within an adopted plan. OPs requires three readings by Council and a public hearing.
Fees and Timelines
Outline Plan Adoption or Amendment fees are set by Bylaw C-1395 – Fees, Rates and Charges. Application and advertising fees are non-refundable regardless if the amendment is approved or denied.
The OP process can take up to 6 to 12 months to complete, depending on the complexity of the proposal. Amendment applications can take up to 3 to 6 months to process. More complex proposals may take longer.
