An Area Structure Plan (ASP) provides direction for long-term land use and infrastructure planning of a ¼ section of land or more (several neighbourhoods). A new Area Structure Plan is required when a landowner wants to develop new suburban areas where there is no ASP. Amendments are required if a landowner wants to change the land uses or road network within an adopted plan. ASPs requires three readings by Council and a public hearing.

Fees and Timelines

Area Structure Plan Adoption or Amendment fees are set by Bylaw C-1395 – Fees, Rates and Charges. Application and advertising fees are non-refundable regardless if the amendment is approved or denied.

The ASP process can take up to 6 to 12 months to complete, depending on the complexity of the proposal. Amendment applications can take up to 3 to 6 months to process. More complex proposals may take longer.
