2025-2026 Youth Advisory Council Annual Report
Council received the 2025-2026 Youth Advisory Council Annual Report for information.
The Youth Advisory Council (YAC) is a group of local youth who meet to discuss current issues in Grande Prairie. YAC connects with the City Council, city departments and committees, and local agencies to engage, learn and collaborate.
Grande Prairie Airport
As per Policy 602, Council directed Administration to co-sign the Grande Prairie Airport sublease GPA 0883 with an extension to Jan. 31, 2054.
Bylaw C-1365H Utility Bylaw Amendment
Council approved Bylaw C-1365H, being an amendment to the Utility Bylaw.
Council received an update on Alberta’s Extended Producer Responsibility (EPR) program for residential recycling. As of October 1, 2026, Prairie Disposal will contract directly with Circular Materials to provide residential curbside recycling services, replacing Aquatera’s role in managing the service. There will be no interruption to curbside recycling service for residents.
Bylaw C-1500 Renewal of ATCO Gas & Pipeline Franchise Agreement
Council gave first reading to Bylaw C-1500, being a bylaw to renew the ATCO Gas & Pipelines Franchise Agreement.
Public Safety Communications Centre (PSCC) Fiscal Outlook and Cost Optimization Opportunities
Council received the PSCC’s Fiscal Outlook and Cost Optimization Opportunities report for information.
The integrated PSCC model is expected to provide 24-hour emergency communications services more cost-effectively than separate police and fire dispatch centres.

Council received the Q2 unaudited financial statements and supporting information for the period ending June 30, 2026, for information.

Council approved Bylaw C-1290C, being an amendment to the Meadow View Area Structure Plan.
Council approved Bylaw C-1262-02, being an amendment to the Fieldbrook Neighbourhood Outline Plan.
Council approved Bylaw C-1260-214, being an amendment to the Land Use Bylaw.
The amendments to the Meadow View Area Structure Plan, Fieldbrook Outline Plan and Land Use Bylaw facilitates the development of a mixed residential neighbourhood, increasing housing opportunities in the City of Grande Prairie.
Land Use Bylaw Amendment C-1260-215
Council approved Bylaw C-1260-215, being an amendment to the Land Use Bylaw.
Bylaw C-1260-215 amends Land Use Bylaw C-1260 to allow Secondary Suites and Backyard Suites within the Agricultural District (AGRSA) and Country Residential District (RCRSA). The amendments allow for changes that recognize the characteristics of rural properties, including servicing, lot size and development patterns. This increases housing opportunities within the Rural Service Area while maintaining development standards that are appropriate for rural development.
