Delegations

• Ian MacDonald presented on behalf of the Grande Prairie Firefighters Association, with concerns regarding the 2024 City budget. City Council received the presentation for information.

City Budget

• City Council approved the 2024 Operating and Capital Budgets as presented.
• City Council approved, in principle, the 2025 to 2027 Operating and Capital Budgets as presented.
• City Council approved bylaw C-1395M, being an amendment to the Fees, Rates, and Charges Bylaw.

Economic Recovery Grants

City Council approved amendments to Policy 318 as presented and reallocated $55,700 to the Development Incentive Grants (DIG) capital account.

City Council directed administration to bring back potential amendments to Policy 356, the Barrier Free Grant Policy, to be up to $20,000 matching.

City Manager Performance Management Policies

City Council approved updates to Policy 120 and Procedure 120-1, being the City Manager Performance Management Policy and Procedure.

These changes include a shift to gender-neutral language, clarity on who sets performance objectives, and inclusion of an annual performance review to be in alignment with the Municipal Government Act.

City Council approved amendments to the Boards and Committees Bylaw, as presented.

Regulating Wheeled Conveyances in Parklands

City Council approved amendments to bylaw C-1310A, being the Parkland Bylaw.

City and County Transportation Study

City Council received the City and County Transportation Study for information.

Recreation and Culture Strategy

City Council referred the Recreation and Culture Strategy to standing committee for further discussion.

Transfer of Land to Metis Local 1990

City Council directed administration to enter negotiations with Metis Local 1990 about a proposed Land Transfer Agreement with terms and conditions satisfactory to the City Solicitor and City Manager.

Land Use Bylaw Amendments

• C-1260-175: Council approved changes to the land use bylaw that increase the maximum height for multi-attached dwellings from 2 to 4 storeys and revise the setback requirements for all developments in the district by increasing the side yard setback requirement based on building height.
• C-1260-177: Council approved amendments to the land use bylaw that re-zone 223 properties in the City's west side from County's LUB zoning districts to the equivalent City LUB districts. The re-zoning will not impact landowners' development rights or property taxes.

Electric Distribution System Franchise Agreement

City Council approved Bylaw C-1467, being the Electric Distribution System Franchise Agreement.
