City Response to County 50 Year Growth Management Strategy

On September 14th, 2005, the County presented the City with their draft 50 Year Growth Management Strategy. The City of Grande Prairie cannot agree to the County's draft 50 Year Growth Management Strategy as it would effectively prevent any further growth of the City of Grande Prairie. The City and County have a long history of working together and we are confident that the expected growth needs of both the City and County will be addressed in the best interest of the Grande Prairie Region.
Mayor Wayne Ayling stated, “If implemented, the draft land development plan proposed by the County of Grande Prairie No. 1 would effectively prevent any further growth of the City of Grande Prairie. Therefore the City of Grande Prairie cannot agree to the County’s draft 50 Year Growth Management Strategy. The City and the County have a long history of working together. We expect the growth need of the City of Grande Prairie will be resolved in the best interests of the Grande Prairie Region through a continuation of this excellent relationship”.
Given the multi-year record growth in the City of Grande Prairie, the City of Grande Prairie will be proceeding with the largest annexation application in the history of the Peace Country. Land owners and members of the public will have the opportunity to provide input. A series of meetings with the County Council will be scheduled.
The annexation will be based on these three common sense philosophies:
- The annexation must be sensitive to the quality of life for all current residents and the competitive health of businesses in the annexation area. Agricultural land will continue to be farmed until the owners decide when a change of use should occur.
- The uses of City supported facilities and services by people and businesses located in the annexation area are indistinguishable from the usage of the same facilities and services by their City neighbours. Therefore, it is reasonable that these areas should be developed under the direction of the City and the resulting property tax revenues be collected by the City.
Annexation is a means of asserting control over the land area and the tax base it represents, by ensuring that those who share in the advantages of living in an urban environment share in the cost of providing those benefits.
- An annexation to bring a 50 year supply of land into the City is appropriate given the “Triple Bottom Line Principles” of planning. These principles incorporate the concepts of social values, environmental values, and economic values. See the attached backgrounder for details of these principles:

This 50 year annexation will increase the size of the City by 574%. The City grew by 762% from 1954 to 2000.
